It should yes, as long as those programs are using tcp/ip or udp sockets
to communicate.

I suppose they would all work on Cygwin too.  Postfix and courier-imap
are both in the cygwin repository.  They would probably be slower than
WSL-hosted native linux versions, though. Cygwin has overhead emulating
posix calls like fork().
